When utility power goes out the relay does not move at all the only time the relay moves is when I ground 23
I have voltage at 194 12 V

No 240 at the bottom of the coil on generator power when i ground 23

I just checked the to coil with utility power on and no 240

I don"t have AC voltage to the top coil, while utility power is on.

On the relay A=194, B=23/

1&7 should be like N1 & 126
6&9 should be E2 & 205

Make sure there’s no disconnected wires, and a wire connected to each generator lug. Again make sure your micro is not open.

The micro has continuity.
The leads are attached and secured to the top lugs as well as the bottom
A-194
B-23
1-126
6-205
7-N1A
9-E1

Just like my diagram says.

You won't have 240V when the utility is on and the switch is in utility mode because the limit switch shuts the coil off. Are you trying to measure for voltage on the lower coil with the switch pulled down into the standby mode?

I fired up the generator, turned of the utility, grounded 23 and got no 240v at the bottom coil.
I thought some said that when it is on utility you have power at the top coil, I do not.

The relay only moves when I ground 23 and doesn't move when I turn of utility.

Well, then you need to look at your wiring diagram, and start following from the E1/E2 lugs all the way though and find out where you're losing power. It's a small circuit so should not be too bad to figure it out.

Wires are attached, nothing is loose.

Followed E1 from the lug to the relay. Everything was good and tight
Followed E2 from the lug to the lower coil, from there it went to the good micro switch then 205 to the relay.

It looks like I have 2 problems.

1. No ground at 23 from the controller.
2. No power at N1 & N2

How are you turning off the utility? With a main that kills the whole house, or with a smaller breaker that feeds just the transfer switch?

Start the generator and put your meter on E1 and E2 lugs, the FRONT BOTTOM lugs on the switch and tell us how many volts are there while the generator is running please.
