No I don't know if the top coil works. When I'm on generator power and throw the switch I get power. When I put the utility power back on the switch violently switches back.

Chris told you to take both wires off the bottom coil and stick ur meter leads in them. Set the meter to ac volts. Start the generator and ground 23. You should see 240 volts while 23 is grounded.

Ok.
Removed both wires from the bottom solenoid, started generator and grounded 23. No ac volts at the wires.

I think you should re-check your new relay and make SURE it's wired properly...

The relay is wired correct, check 3x

Something doesn't make sense then...

Basically you have E1 and E2 power coming from the generator to the standby coil. Power is broken through the limit switch on 1 leg and the relay on the other to energize that coil. Somewhere you're missing voltage, either out of the relay or out of the limit switch if you don't have 240V when the relay is energized by jumping 23 to ground.

I also want to go back just a second and ask (since maybe I missed it) it sounds like there are 2 issues now..? 23 isn't being grounded by the control panel, and now we're not getting 240V to the coil even when it's manually energized? Or did we determine that the relay is working with the generator, it's just not actually moving the switch?
