Because a 3600 RPM alternator only has two poles. Your power company's alternator has something in the 32 to 36 pole range. A two pole alternator can't create a sine wave. It looks like a triangle wave with the top flattened.

same 2 poles for 1800rpm Generac?

1800 RPM has 4 poles respectively. Generators just have a 'noisy' sinewave in general. Things like brushed vs brushless can add to it, connected loads, engine stability, etc.
