My older generac ESP 15 starts and runs at too high a speed ( 85+ Hertz) A loud click, voltage needle jumps up but does not stay up. Another loud click. After 2 or 3 clicks the unit shuts off.
Has anyone experienced such. Thanks,

Probably not making voltage. Both the governor and the control board rely on voltage to control speed. Careful, you can blow up the alternator this way.
Most likely the voltage regulator. But sometimes broken parts, such as the brushes, DPE breaker, or lack of field boost can cause the trouble also. The controller thinks the engine is not running and is smacking the starter against the flywheel to try and restart.
