Belly tank cleanout procedures for generator decommissioning

Lets say a large (1300 kw) generator is being decommissioned. What are the basic procedures for cleaning out a belly tank (say 1000 gallon, diesel)?

1) Remove fuel via Vac truck
2) Flush with chemicals or some sort of pressure wash? This is the part I am unsure of. Is there equipment that can clean a tank like this, such as a water jet? Or do you fill it with chemical solution and let sit, then wash it out?
3) Remove decon fluid
4) Let dry

Any help or references are appreciated

Is it being scrapped or sold used to the next buyer?

If being sold used, what about leaving some diesel for demonstration purposes?

I am assuming it will be scrapped (this is for a cost estimation exercise). I need to prove it to be free of environmental contaminants. I am not familiar with the decon procedures for this type of tank.
