RS17A Won't Turn Over

I have a Cummins RS17A (C17H6N) 17 kW, natural gas generator that won't turn over. A few weeks ago I had a speed sense fault so I tried to manually start the it, but the starter would not engage. I replaced the starter and tried to start it again, but it won't even turn over. I can hear the starter engage, but nothing moves. I tried to spin the fan by hand, but it doesn't budge. Any suggestions on what to try?

Sounds like the engine, or maybe the generator, is locked up tight. If it is the engine, probably pitch it in the trash and buy new. Does not sound good whatever the cause.
