Have you checked the generator output voltage? I'm guessing it's abnormally high and the DPE breaker is opening to try and protect the DPE winding...

Can you be more specific about what is happening when 'the load is shutting off'? Does the generator turn off, does the transfer switch transfer back to utility, etc... 23 and 194 are only needed for a Generac switch to make the switch move. The B&S switches have their own controls, and transfer on ...

Most times right on the frame of the unit there will be a sticker that says "Neutral Floating" or "Neutral Bonded to Frame". Do you see that information? Keep us informed! That's very strange about the undervoltage when grounded. Makes me think loose connection somewhere... I would check the terminal block behind the alternator if this unit has the newer 315 can (larger stator).

I have seen this a couple of times and it seems to be that the brush holder screws are being stripped at the factory. Generac's bearing carriers come unthreaded when new, and the little 7MM screws used are self tapping type screws. My guess would be that due to the extra torque required to run them ...

If it starts with the pull start, I have to imagine that the battery has some voltage, because these units won't start without some voltage present (they're fuel injected). It could be that the 'start' section of the key switch is messed up, or maybe a wire has come loose there. Will the unit crank ...

They make you fill out the form because WAY too many 'techs' were just swapping controllers to fix other issues.
