That screw is not meant for any kind of stepper adjustment. If the stepper is fighting that screw it will burn out the stepper motor or possibly the PCB. Sometimes they are there from other revisions which used mechanical governors and such. I've told MANY people this in the past. NEVER use the idle...

Propane is generally sent from the tank to the secondary regulator (the one near the generator) at about 10PSI and then stepped down to the required 10-12" of WC.

3/4" line at 10PSI is probably good for a whole lot of fuel without actually pulling out a chart at the moment.

There is no way to wire them to make this combo work without additional hardware of some kind. The Cummins generator is a 2-wire start unit which requires an intelligent transfer switch which does the utility monitoring and transferring (MUCH more expensive than the switch you have). I think at this point I would suggest using the diagnostic manual for that unit: https://shop.gentekpower.com/products/generac-rv-45-rv-55-rv-64-generator-diagnostic-repair-manual It has tests for the switch, wiring, sensors, etc. Putting the switch to Off should reset the error codes per the Owner'...

You have a bad voltage regulator and it's opening the DPE breaker to protect itself!

If you have the serial number I can track down the correct AVR for it.
